Shipping status and legal status are two different things, and feminized seed buyers mix them up constantly. A shop sending to Germany or Spain only tells you the parcel will be dispatched, while cultivation there depends on national rules that have changed recently in Germany and vary by autonomous community in Spain. The small print at https://queenfeminizedseeds.com says its dispatch table describes where orders are sent and is not advice on local law. Responsibility stays with the buyer, which is unpopular to hear but fair.
