As long as the terms of the self exclusion are clear, straightforward and fair, I think its the player responsibility not to screw up.
In my opinion the self exclusion feature should only be enforced as per casino and not in the whole chain. As per casino it is of little help for the player, but would not allow a casino to void winnings from self excluded players at sister casinos.

Indeed as a whole it is not effective because I am self excluding now from Casino X and 5 minutes later I find me losing money at Casino Y. Imagine there are over 1000 more casinos on the internet and many are just popping up.
